Following your email, I have sat down with our engineer to provide you an update on these points.

 

Landscape replacement

We have undertaken a full review of all landscaping that requires replacement and we can only replace planting in the planting season, which runs from October- March. I would appreciate if this could be reiterated to residents. I have also provided this to our commercial and consutrction team, to ensure that they meet the contractor on site.

 

I am attending a project team meeting this week where the landscaping required from October 2024 will be reiterated.

 

Correspondence from a resident (Photo 1)

Approved landscaping does not show any additional planting on the eastern boundary within existing hedgerows and my understanding it that this is not something we have committed to previously. Planting within the site boundary will be carried out in the planting season commencing Oct 2024.

 

Bollards

Following discussion with yourselves, our engineer raised this with SCC Highways during discussions of the S38’s, where the details of the adopted paths are being discussed. The S38 plans were submitted in September 2022, where comments were not received for some time. SCC Highways have since responded in August 2024 confirming that such bollards will be included in the two locations you outlined (SE corner of phase 2b and the NE corner of phase 6), along with additional changes.

However, not that we have such confirmation of these bollards, our engineer is currently going out to a groundworks contractor to ensure they are installed ASAP.  I will look to provide a date on this by the end of Friday September 20th. The bollards will look similar to what is shown in the image above.

 

Dropped kerbs and connecting path

As outlined previously, these works were combined with the minor works license on this road following the date it was raised by yourself. All relevant plans have been amended and are with SCC Highways to approved. I am sure you can appreciate that SCC Highways are busy, which incurs delays. However, I can confirm that the works can commence within 2 weeks once approved, with works taking an estimated 2 weeks to complete.

 

Raised table

Now that the above details have been confirmed, this has allowed us to begin drawing up the details for the raised table, which will be submitted as its own minor works licence.

 

I appreciate that you have raised this issues to us previously, but I hope the above explanation will provide you comfort that we are doing all we can to resolve them.

Thank you for the response Isaac. Much appreciated.

 

As previously mentioned in discussions, I have quite a lot of contact from residents who are most unhappy at the state of landscaping. This is not new and these concerns have been ongoing for the last 3 years (Since the completion of Phase 1)
In the spring of this year your contractors planted trees around the play park area, some have taken and some not. I know there will always be some attrition but the sheer quantity of failing trees is most frustrating. On Farrant Rod near Jobson Close, not a single tree has survived. I would not be doing my job if I wasn’t highlighting and pursuing the interests of residents in the area. Please see attached pdf which doesn’t in any way cover all the examples of struggling, dying, damaged or dead trees.

I do have some further queries related to the attached photos.

 

  1. Correspondence from a resident (Photo 1)
    “Good morning Joe, regarding phase 6 of the above mentioned site it was my understanding that all gaps within current hedgerows were to be filled. Now that the bottom pathway is near to completion there are outstanding areas of this hedgerow that have patches/ gaps. I was informed by Persimmon all areas would be filled to match the existing ie, Hawthorns, blackthorn etc. Residents who live backing onto these hedges have previously maintained these and have exposed areas where access was required to reach such heights. It is such exposed areas that require new plantings. I would appreciate if this could be addressed.“
  2. Photo 2a/2b Before the summer we discussed the need for bollards to be put up. Is there a timescale for this to prevent car access?
  3. Photo 3 When we discussed the path at the bottom of the allotments, are revised plan for completion was shared which included rerouting the path and adding dropped kerbs. I have residents with mobility issues and navigating the site is proving problematic. Can this be expedited please, along with the raised table at the top of the rise. Again I saw a wheel chair user struggling here.

 

I raised concerns last year at the beginning of September about the need for progress to be made in October. Commitments were made but nothing was delivered. Please can we have productive planting season. There is a lot to do and I fear on past experiences we will still be speaking about these issues (1-3) in January.

 

 

  1. The tree planting at the front of Phase 6 looks fab and will mature well. I and, I am sure, the residents across the phases would like this landscaping to look as good as this.

 

I am somewhat disappointed that there has still not been a formal public newsletter regarding the delays to the relief road and I had hoped that comms would share some good news for residents and not just the moany points I seem to go on about.

Please can a newsletter be shared soon.

In light of the recent comments from the Haverhill Town Council on the phase 5a and 5c application, I have included our response below:

 

Comment 1:

It was noted that plots 12, 9 - ALNMOUTH END submitted in July 2024 (084-p-002) are shown as having two bedrooms, however plans submitted in August 2024 now show a master bed and Study on the first floor plan. Although the second room has been re-named, these essentially remain a two bedroomed property. Given that plots 10 and 11 are three-bedroom properties, the Town Council question whether the parking provision for the entire plot 9-12 meet current standards, 8 parking spaces across those 4 dwellings.

 

Response 1:

The Alnmouth (plots 9 and 12) is to be marketed as a one bedroom house plus study, which means that it will only require one parking space in accordance with SCC Highways parking guidance.  This unit is classified as a one bedroom house plus study due to the National Design Space Standards (NDSS) enforced by the government, which dictates that bedrooms must be a certain size, otherwise they can’t be classified as a bedroom.

 

The parking for both Saunton’s (three-bedroom properties) is also in accordance with the SCC Highways parking guidance. Four visitor spaces have also been provided within a close vicinity to the units, providing ample parking spaces for visitors for these units (VP1, VP2, VP12, VP13).

 

Comment 2:

The Town Council understand that there are still outstanding issues which need addressing throughout previous phases, members felt that it would be sensible to complete these before starting any new phase of development.

 

Response 2:

Persimmon Homes are committed to resolving any outstanding issues, with updates provided through regular newsletters and updates on our website. If clarification could be provided on what exactly the outstanding issues are, Persimmon Homes would be happy to meet with Haverhill Town Council to address them. Persimmon Homes recognise these issues are important and require a swift resolution, although we are sure you can appreciate that they are not a subject of the reserved matters application in question and will be resolved separately.

 

I have also included other members of the town council in this email, as well as Charlotte Waugh (West Suffolk Council Planning Officer).
