With the increase in traffic into, through, and around Withersfield (where I frequently walk), I am concerned that the village will be materially affected, and that a condition of any planning grant must include the consideration around adding pavement, crossing, and other infrastructure to cater for walkers, cyclists and those in mobility scooters through the village. There are no pavement or special traffic calming through Withersfield currently, and at the moment this does not appear to pose a risk or restriction upon people in the village. Adding many larger vehicles regularly traversing the village will surely need to be something the planning department must consider.
My recommendation is that the County Council, representing council tax payers, should not be the sole funder of these measures, and that the bio facility should play their part in significantly funding traffic calming and pavement in the village, or any other village affected by the bio-digestion traffic. This duty of care should be extended to the bio facility and represent a particular planning condition, should the planning be granted, and therefore the impact of a private company in pursuit of making profit, should not be financed from the public purse.
