I object to SCC/0045/23SE for the following reasons 1.Inappropriate Location: The proposed site in Haverhill is unsuitable due to its proximity to residential and business areas. It does not comply with Suffolk mineral and waste plan policies (WP3 and WP7), as it does not have relevant facilities like water treatment facility and is not near to agricultural buildings. It is not brownfield land. 2. Article 1 of Human Rights: Residents in Haverhill have the right to peacefully enjoy their property. The proposed development threatens this right due to increased noise, pollution, and odors, impacting mental health and access to green spaces. 3. Odor Concerns: Existing anaerobic biodigester sites have raised significant odor issues, affecting residents' quality of life. Acorn's provided assessments have been found to be inadequate by an independent review and don't reflect the actual impact. Although the process may be contained and have low odour, the storage of the manure and waste will not be transported and stored in air tight containers therefore this will have a noticeable smell. 4. Flood Risk: The site is partially in Flood Zone 3, posing a high risk of flooding, which could worsen with climate change. 5. Traffic Issues: The additional 25 daily lorry/tractor movements which will raise to 148 at peak times on inadequate roads pose safety risks. The A1307 road and other connecting roads are already dangerous, and safety measures have not been effective. 6. Environmental Impact: The site is close to Stour Brook and West Town Park threatens wildlife and public spaces, this will lead to increased problems with vermin, flies. 7. Methane leakage has been found to be a big issue at AD plants, this will undermine any green efforts. 7. Employment: The site will only provide five low-paid jobs for the town, while existing businesses may suffer due to the negative impact on their operations. The construction work they claim will create 100 jobs in the beginning are unlikely to be given to local tradesmen as it's a specialist waste site so will need specialist contractors. 8. Safety Concerns: Recent biodigester explosion in Oxfordshire, coupled with the site's proximity to residential areas, a bus route, a flight path, raises substantial safety concerns, which the council should consider seriously. Acorn cannot guarantee safety from lightning or other explosion risks, and keeping highly flammable gas near people is irresponsible, endangering lives. The proposed biodigester risks affecting the quality of life for Haverhill residents, and I urge the council to consider these factors before granting approval.
