The Parish Council objects in the strongest possible terms to the application. Our grounds for objection will be fully set out in a further submission by 15th November.
Our objection will include but not be limited to the following issues:
1. The application does not comply and is inconsistent with national and local planning policies, rules and guidance, and in particular with the National Planning Policy Framework, Suffolk Waste & Mineral Policy statement, the St Edmundsbury Core Strategy, the West Suffolk Local Plan, the Haverhill Vision 2031 Vision and the St Edmundsbury Green Infrastructure Strategy.
2. The location is wholly inappropriate, close to large numbers of homes and a nursery.
3. An industrial plant such as this with the associated risks of potential leakage, harmful emissions and risk of explosions should be located in a remote brown field location far from populations.
4. The increased risk of flooding and impact on the Stour Brook
5. The impact on the community of the industrial development by odours from the operation
6. The negative impact on Haverhill's future development and on our business community
7. Traffic issues on the A1307, roads around and through Haverhill, and impact on village roads in Withersfield
8. Increased farm traffic movements and planned expansion of farm tracks and entrances on Silver Street and Horseheath Road, and the potential increase in high volume vehicle movements caused by an extended harvest period.
9. Visual impact, overlooking, light pollution, including the intrusive nature of the proposed "flame-off" stack.
10. Impact on footpaths and pedestrians
11. Noise associated with operating the plant, which the applicants indicate could be operated on a 24hr basis.
12. Environmental impact and potential negative impact of carbon emissions
